Population will change in the following ways at the following workforce percentages. Note that this is only true for otherwise stable cities with high aura, LE, education, etc, and may not always be true:
53% and higher: Population should rise, or remain steady.
50%-52%: Population may rise, may remain steady or it may fall.
49% and lower: Population should fall.
