How Far Tiles Must Be From Transportation

All tiles must be a certain distance from transportation. Sims will travel across zones horizontally, vertically or diagonally. So the following zones will only develop their respective distances from transportation (roads or transit stations):
Residential: 4 tiles
Commercial: 3 tiles
Industrial: 5 tiles
