Highways, ah highways. Once in a while, they can solve a major traffic problem. Ususlly, however, they are nothing more than a nuisance. If you have a good enough public transport system, the highways will go virtually unused. If the rest of your roads are congested, and you think that a highway will relieve your problems, they will, for a little while. But before you know it, your highways will be swarmed and cause more traffic and pollution than before. Building a good transportation system is much easier and better in the long run.
